2002.02.04 ~10  ogg vorbis

The OggVorbis reference library is rather hefty.  Gonna take a bit of hacking
to get this to work in QVM.  So far, it reports my test ogg as 16-bit 22KHz.
That looks about right.  Currently, my mod is dying horribly somewhere in
the Vorbis codebook initialization.
